Rising credit report costs can add hundreds of thousands of dollars in annual expense for mid-sized lenders, depending on volume and fallout rates.
In a previous blog, we examined the rising cost of borrower credit data and its impact on lender margins and fallout risk. In this follow-up, we’re taking a deeper look at what’s driving those increases, how they compound across the origination pipeline and the tactical workflow changes lenders are making to regain control.
What’s driving credit cost increases?
The short answer: market structure. The credit data ecosystem has narrowed over time. The three major bureaus (Equifax, Experian and TransUnion) anchor the system, while a finite number of resellers distribute the data to mortgage lenders. This consolidation has narrowed pricing flexibility and contributed to sustained cost increases across the ecosystem.
For mortgage lenders relying on tri-merge reports, there is limited ability to shop for alternatives without stepping outside compliance requirements. Lenders operating within standard mortgage guidelines have limited alternatives, which makes managing these costs operationally, rather than purely through vendor negotiation, increasingly important.
There are signs of a more competitive framework emerging. VantageScore 4.0, jointly developed by Equifax and TransUnion, is being positioned as a lower-cost alternative with broader credit file coverage. However, its full integration across the GSE and investor ecosystem is still in progress. Until broader adoption is achieved, most mortgage workflows remain tied to existing scoring requirements.
Layered pricing structures
The cost of a credit report isn’t a single line item. It includes wholesale FICO score; bureau repository fees (per file pulled); reseller fees; and supplemental fees for fraud checks, monitoring or specialty data.
Each of these has increased in recent pricing cycles. When combined and then multiplied across two borrowers on a joint application, the per-file cost can surprise lenders that haven’t audited their credit spend recently.
What the math actually looks like
To understand the impact of rising credit costs, it helps to look at how these fees accumulate across a typical pipeline.
Consider a simplified example:
● Tri-merge credit report (per borrower): $60–$100+ depending on vendor, add-ons, and scoring
● Joint application: costs can double to $120–$200+ per file
● Multiple pulls across the lifecycle: pre-qualification, application, re-disclosure or refresh can push total credit cost per loan even higher
Now apply that across a lender’s pipeline:
● 1,000 applications per month
● Average credit cost per file: $150
● Monthly credit spend: $150,000
If 40–60% of those files do not close — a range many lenders have experienced in recent market conditions — a significant portion of that spend is tied to loans that generate no revenue:
● At a 50% fallout rate: $75,000 per month in non-recoverable credit cost
● Annualized: approximately $900,000 in sunk expense
These numbers will vary by lender, but the pattern is consistent: small per-file increases compound quickly at scale, especially in high-fallout environments.
This is why credit cost is no longer just a line item. It’s a lever that directly impacts profitability. And importantly, this cost is not fixed. Instead, it is largely determined by when and how credit is pulled.
The operational impact: credit as a variable cost
For years, credit pull costs were treated like a minor, fixed expense. That framing no longer fits. Today, credit has become a variable cost tied directly to workflow design. When a lender pulls credit, how many times they pull it, at what stage of the loan lifecycle, and on which borrowers, all of these choices now carry real P&L implications.
4 tactical workflow strategies lenders are adopting
The lenders adapting most effectively aren’t waiting for pricing to stabilize. They’re rethinking how credit fits into the origination workflow, sequencing pulls differently, leveraging decisioning technology and reducing unnecessary spend.
Strategy 1: Soft pull first, hard pull later
Fannie Mae and Freddie Mac have frameworks that permit soft credit inquiries early in the qualification process, with hard inquiries deferred until a file is more likely to proceed. When structured correctly, this approach can meaningfully reduce wasted spend.
A soft pull at pre-qualification can provide sufficient data to assess a borrower’s general credit profile without triggering the full royalty and bureau fee stack. If the borrower doesn’t qualify, the lender has avoided the full hard pull cost. If the borrower qualifies and proceeds, the hard pull is pulled at a stage where the file is more likely to close.
To do this, workflows and LOS configurations must be set up to accommodate the new sequencing. It doesn’t happen automatically, and not every system supports it without configuration work. But lenders who have invested in this setup report meaningful reductions in wasted credit spend.
Strategy 2: One-bureau screening before tri-merge
A tri-merge report is the standard for underwriting, and it isn’t always necessary at the earliest stage of borrower evaluation. Some lenders are adding a single-bureau screen, pulling one bureau to assess basic credit quality before committing to the full three-bureau pull.
The cost difference is meaningful. A single-bureau pull can cost a fraction of a full tri-merge. If that initial screen disqualifies the borrower or reveals an obvious obstacle (a recent bankruptcy, a score far below qualifying thresholds), the lender avoids the higher tri-merge cost entirely.
Although this adds a step to the workflow and requires borrower disclosure alignment, for those lenders with high early-stage disqualification rates, the math may justify the added process.
Strategy 3: Cascade/waterfall credit technology
Cascade or waterfall credit technology allows lenders to configure a tiered pull sequence, often leveraging automated decisioning to determine when additional data is truly required.
In practice, this might look like:
Step 1: Soft pull or single-bureau screen to assess basic eligibility
Step 2: Upgrade to full tri-merge only if the file clears initial thresholds; and
Step 3: Supplemental data (specialty reports, fraud checks) only when required by underwriting
The key is that each escalation is triggered by a decision point, not by default. Lenders using this approach are effectively creating a cost gate at each stage, spending more only when the file warrants it.In practice, this approach is not limited to credit. Lenders are increasingly applying similar cascade logic to income and employment verification, using automated data sources first and escalating to manual processes only when needed. Strategy 4: Revisiting vendor pricing structures
Traditional credit pricing models are flat and front-loaded: the lender pays the same amount regardless of whether the loan closes. This structure made sense when credit costs were small and fallout rates were lower. Today, it places disproportionate risk on the lender.
Some service providers are now offering models that incorporate back-end components tied to funded loan performance, reducing upfront cost in exchange for participation in closed files. This shifts risk alignment: when a file falls out, the vendor shares that loss; when a loan closes, they participate in the success.
Lenders exploring this model should evaluate the total cost across funded vs. non-funded files under each model; whether the back-end component is predictable and auditable; and contract flexibility as volume and fallout rates change.
Pricing volatility is here. It’s time to adjust your workflows
Broader adoption of alternative scoring models, including VantageScore 4.0, could introduce additional competition into a pricing environment that has historically had limited flexibility. VantageScore’s ability to score a broader population, including credit-invisible borrowers, adds a policy case beyond just cost reduction.
Even so, pricing volatility is likely to persist, driven by evolving data sources, new scoring models, and ongoing changes in fee structures. As such, lenders must adjust to a pattern of regular pricing adjustments by working these events into their workflows and reporting.
